Switching on SQL query logging

I would be very grateful if someone can tell me how to switch on the general, binary and slow query logging? I've read the MySQL reference and I don't find it at all clear. They give the console command '--log-output=name' but where in the console do I write this command? What directory do I have to be in to write the command?
