403 Error, new Javascript file won't load

Hello, I'm re-building an old website on a new computer, and have just installed XAMPP to get the PHP running (not using MYSQL or databases.) Previously I ran XAMPP Windows 7 (and whatever version of XAMPP was around in 2014), and I had no trouble using it, however on my new Windows 10 machine I am getting an error.

A new Javascript file will not load. The error message is: js/TF4UI.js%3E Failed to load resource: the server responded with a status of 403 (Forbidden)

Interestingly, the *old* .js files load just fine! Everything seems to be in working order with the site except for this specific file.

I'm wondering if someone can help me to fix this problem, or point me in the right direction to a beginner-friendly tutorial. (I am relatively new to coding in general.)

That makes sense, there is a wrong character in the ressource filename. %3E is the encoded representation of the bracket >
So you need to analyse how this character could be placed at the ressource filename.

It sounds as if there is missing a closing quote character after js/TF4UI.js in the source code.
