New Installation of SQL (unable to start)

Hello Everyone!

I recently downloaded XAMPP 3.2.2 and I'm unable to start mySQL

- Problem detected! Port 3306 in use by "unable to open process"!

1. I've attempted to change ALL the ports in the my.ini file to 3360 and it does not fix the issue.

2. I opened CMD - netstat -a -b and windows cannot tell me the file that is using port 3306
