Hi

Tried zu start the control panel with enhanced administrator rights (rightclick > run as Administrator)? For first execution the xampp shell needs to create its own script first which may fail.

There is something wrong in your Windows environment, probably a wrong setting of CMD environment variable. As the shell is not needed by Apache and Xampp (its only a "nice to have" feature), ignore this error and do not use Xampp shell.
