Database Programmers Toolkit (DPT)

Mainframe dinosaur here, prefers a procedural language with which he is familiar. I have the install package for DPT, but I have no idea how , or if it is possible to install this under XAMPP. DPT has a host module and a client module. In the client module on can define databases, and use a procedural language to do manipulation. Any assistance appreciated.
