Something has happened, we have a remote server that we could access via IP for several years now, but all of a sudden we are getting Access Denied
BUT
we can still access the MySQL database remotely. has something changed on the internet? or does Xampp do some sort of update? or perhaps a windows update of some kind?

I changed from Comcast to CenturyLink optic fiber but that shouldn't matter, should it?

No. There is no update functionality at all in Xampp.

Windows questions i.e. about updates are far out of the scope of this forum. Ask Microsoft.

found the problem...it was the CenturyLink ONT (Optic Network Terminal) that was defective. It was failing to convert all optical signals to digital.
