CenturyLink Optic Fiber cant access

Hello to all,
Version 3.2.2 Xampp
Windows 8.1

I was with Comcast using an Arris modem in bridge mode with a Netgear R3600 router and no problems at all
I am in the process of switching to CenturyLink (optic fiber) CL2100L modem (one of theirs), unfortunately I couldn't get bridge mode to work so
used their modem and set static ips, blah, blah, but I can't access my host on either localhost, 127.0.0.1, or network ip, I get an
Access forbidden! error 403

strange thing is, I can access MySQL database with no problems

tried many online search suggestions with no success.

Do I have to reinstall Xampp and go through the setup again?
or is there another way to gain access, appreciate any suggestions

[UPDATE]
After a lot of searching, we finally tracked down the problem

the ONT (Optic Network Terminal) - it converts the optic signal to digital which then sends it to the modem, was defective. It was failing to converting the signal.
