When re-installing xampp, what folders and files need to be kept, to have everything working smoothly again?

Generally speaking all files and data that is needed for your application.
Most of the modern php driven webapplications contain of static asset files (.php, .css, .js, images, ...) and a data part mostly saved in a database (mysql/mariadb, sqlite, etc).

Your static files can easily be copied to a save path to backup them. For the database i would recommend to do a full export.

Most important: every backup is better than no backup, so multiple backups of different types (like full xampp folder, application folder, mysql data folder and mysql export) may be the safest way to get sure to be able to restore a webapplication.

Backing up the whole xampp folder is the best bet!
