can't get romanian letters out of the MySQL dictionar table

Don't have any technical problem with Xampp (version 5.6.12), PHP extension mysqli. Installed with Apache server 2.4.16 and MySQL server version 10 - character set UTF-8 Unicode(utf8).
Making a dictionary Romanian - Dutch including conjunctions of verbs.
I'm not a developper and searched for many days to find out "HOW TO GET THE WORDS WITH SPECIAL CHARACTERS correctly out on screen or in print.

It would be very help full if there is someone out there how knows what I have to do.

In fact, that would be very helpfully. But, unfortunatley, there is no "someone". Character Sets in any aspects of the IT world is one of the most complex and most extensive "themes" of the whole IT world. There are so many aspects involved, i think, you easily can write a dissertation about that.
