I can't install the Services for startup inicialization of Apache and MySql.
Even if i open the Panel with administrator rights the buttons aren't allowed to click.
I can start but only can't install services.

Already rebooted, already tried with security mode of windows.
Windows recently installed on this pc.

Windows 8.1
Xampp 5.6.28

Maybe you installed the portable version of XAMPP?

No, this is a normal version.

Than please go into your XAMPP control panel configs, activate the debug messages on the highest level and save this setting.
After that please restart your XAMPP control panel with elevated Administration rights and show us the complete XAMPP control panel log.
