Can someone please tell me just whjen a 64 bit version of the xampp with PHP 7.1 will be released?

It is not planned to release an x64 xampp version on windows.

If you require a 64bit version, switch to Linux. There are currently no plans for a Windows 64bit version.

If you have no choice in your server OS (most of us have no LINUX skills) you will need to switch to LAMP
