Install XAMPP
start Apache and MySQL
follow the installation instructions of vBulletin Engine
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

I have Apache and MySQL already started, and I created a data base. Can you explaine me more detailed, where can I create a folder for my forum?

The same way you create other folders with your Windows too.
Create a New folder inside C:\xampp\htdocs\ or whatever your installation path is.
