Openssl missing DLL

I get the following error message when I run openssl from the command line. I am running XAMPP 5.6.28. My OS is Windows Vista 32.

"This application has failed to start because SSLEAY32.dll was not found. Re-installing the application may fix this problem."

Where can I get the missing DLL? Where in the directory tree should I put this DLL?

Did you try that from the xampp shell too?
The xampp shell sets some environment variables for openssl paths.
