I try to download version 5.5.38 / PHP 5.5.38 and when i click on button download 32 bit link is https://www.apachefriends.org/xampp-files/5.5.38/xampp-win32-5.5.38-2-VC11-installer.exe so it redirect me to https://downloadsapachefriends.global.ssl.fastly.net/xampp-files/5.5.38/xampp-win32-5.5.38-2-VC11-installer.exe?from_af=true this page and show message
<Error>
<Code>NoSuchKey</Code>
<Message>The specified key does not exist.</Message>
</Error>

and also on click it open thank you page too in new tab https://www.apachefriends.org/download_success.html but no download.

but i download portable version from thank you page link http://sourceforge.net/projects/xampp/files/

Obviously there is something broken on the download page, i can reproduce that error. If you are still interested in a standard installation (instead of portable version), you may use this link:
