Anyway, Xampp cannot listen to IPs which are not assigned to the PC where Xampp (Apache) is running. For example, Xampp is running on PC xxx which has LAN IP 192.168.10.111 (for example). You cannot LISTEN to 192.168.10.10, when 192.168.10.10 is a different PC / Server. The IP 192.168.10.10 also must be assigned to PC xxx (where Xampp is running).
Therefore (in your case) as well 192.168.10.10 and 192.168.98.10 have to be assigned to your Xampp PC. This is not very common for a standard server, as these IPs belong to different SubNets. Usually Gateways are configured to access different SubNets. I have the slight feeling, that you are trying to do something, what cannot be done, but maybe I am wrong, therefore i need a better explanation of your problem.
