XAMPP on Windows 10 + Install, Reinstall, Uninstall

After I upgraded tmy computer o Windows 10, I can't use XAMPP any more. There are some issues with Port 80 that Windows 10 is using and not available any more for XAMPP.
If I install XAMPP again, would it solve the problem?

How to re-install XAMPP?
XAMPP doesn't come with install process.
Should I uninstall XAMPP using Windows Control Panel? A few years ago when I did it, the Windows operating systems stopped working and I had to re-install Windows.
Or I should download and install the newest version of XAMPP on top of the old version?

None of these actions will make XAMPP working on your system.
Identify the port problem on your system and solve this.
In most cases uninstalling IIS (Internet Information Service) will make Port 80 free again.

Thank you for this information.
I found on the Internet that I should find the WWW Publishing Services and stop running it. I did it. The problem now is that WWW Publishing Services disappeared from the list of services at all.
So, even if I want to stop it running and free port 80, I can't find it. And XAMPP still doesn't work.
Do you know how to make iWWW Publishing Services appear again?
