Problema con permalinks error 404 y tildes

Hola: Tengo instalador wordpress 4.6.1 con XAMPP3.2.2 Y Apache/2.4.17 (Win32) OpenSSL/1.0.2d PHP/5.6.21
sobre win 10.

Estoy siguiendo unas clases y logré instalar y configurar todo el paquete completo sobre localhost:8080, todo estaba funcionando perfecto hasta que cree un nuevo objeto al cual le puse el nombre libro y cree 4 libros, luego en Ajustes, Enlaces permanentes di un click y de ahí en adelante me muestra este error:

¡Objeto no localizado!

No se ha localizado la URL solicitada en este servidor. La URL de la página que le ha remitido parece ser errónea o estar obsoleta. Por favor, informe del error al autor de esa página.

Tengo otro problemita con las tíldes que no me las reconoce:

En mi config.php lo tengo declarado asi:

antes lo tenía con minúsculas y no funcionó, también lo ensaye sin el guión y no se que más hacer. En la base de datos lo tengo asi: wp1030 utf8_unicode_ci .

About win 10.

I am following a few classes and I was able to install and configure the entire complete package on localhost: 8080, everything was working perfectly until I created a new object to which I named the book and create 4 books, then in Settings, Permanent links, click and From then on he shows me this error:

Before it was lowercase and did not work, also try it without the script and I do not know what else to do. In the database I have it: wp1030 utf8_unicode_ci.

Hi Isa2,
seems to be a problem with wordpress, not with apache or xampp.
i guess its the htaccess redirect.
Did you look at the log files of apache, php and mysql to figure out where the error comes from?

edit:
check out the httpd.conf and be sure you are loading the module "rewrite_module" (delete the "#" at the beginning and restart):

Aparentemente el módulo rewrite está activo. Te envío los archivos
.htaccess, httd.conf, httd-xampp.conf a ver si el error está en alguno de ellos.
.htaccess está cargado en el raíz.

Blöd gefragt: was denkst du denn wo das Problem liegt, Nobbie? Mein Tipp mit der nicht geladenen Programmkomponente scheint es ja nicht zu sein.
