Page (on XAMP) is not visible from other computers

My website is on a local server XAMPP and possible loads only from the local computer.
Of course I go to the site through the address 99.99.99.999/mywebsite (where 99.99.99.999 is my external IP and the page is placed in the folder htdocs) and the page loads indefinitely/without end/ in infinity on other devices (not just only my website, the main dashboard also).
On the computer where the server is - whether by IP or by localhost /mywebsite everything works as it should.
I tried also to put XAMP another network on another computer and is exactly the same. Windows Defender off and firewall in my Avast also off. I have usb modem, not router.
Do you have any ideas?

So you do not access internet via a router, youre computer is connected directly instead? Could you please show us the REAL external IP of your computer (instead of 9999999....) and how do you connect to the internet (via DSL, via Satellite, via UMTS / LTE or whatever)? What is your provider? Do you access with a fixed IP address, or does it change any 24 hours (or similar)?

What do you mean by "USB modem"? Networks usually needs network cables like RJ45, how can you connect via USB instead?

My IP is variable/ constantly changing so i can't show up so to show you does not make sense. I checked it on the website and show it to the external ip is.

This might be the problem. In Germany (i live in Germany) most LTE providers are blocking the ports for running a server at home. Also some providers do not provide public WAN IPs, but instead LAN IPs, these are special IPs from the range of 192.168.*.* and 10.*.*.* - such IPs cannot be accessed from other networks (thats due to TCPIP concepts).

Where do you live, what is your provider and can you find out, which kind of IPs are applied to your LTE modem / router?

I live in Poland, my provider is: "Cyfrowy Polsat", i have modem LTE, not router.
When i checked IP in cmd(ipconfig) i see IP 100.93.*.* but when i checked IP in website (http://www.pokapoka.pl/) i see 31.0.*.*
The strangest thing is that, 100.93.*.* is external and 31.0.*.* also is external.

My IP is different every time when i reconnect.
