Keep things clear (you are mixing up a lot). When you click the Admin Button, this results simply in starting your standard browser. And it is preconfigured to load "http://localhost/phpmyadmin". Up to here it has nothing to do with Xampp, you can even start your browser manually and enter that URL. Would be the same.
But when Xampp has been installed correctly and Apache is also started successfully (what is NOT the case), the URL
http://localhost/phpmyadmin yields to a MySQL Tool, which comes with Xampp. BUT: Obviously, Xampp is not installed correctly i.e. Apache does NOT run, instead Microsoft IIS is running on your PC (which hinders Apache to start) and Microsoft IIS cannot find that phpmyadmin tool (as it is part of Xampp, not part of Microsoft IIS).
