XAMPP Control Panel Runtime Error

I'm getting a Runtime Error when trying to run XAMPP Control Panel on my server after installing XAMPP 5.6.23. The server OS is Windows Storage Server 2012 Standard, version 6.2.9200. I am trying to upgrade from XAMPP 5.6.12, whose XAMPP Control Panel worked fine. I can even uninstall .23 and re-install .12 and have it work. I also tried installing 5.6.21, but it gets the same runtime error.

I'm presented with two dialogs; First, the standard Windows "xampp-control.exe has stopped working" dialog, and then one with a XAMPP icon that says "Runtime Error 217 at 004225BE".
