Can't edit my webpage at ipage since i brought it over form Justhost, ipage said install Joomal locally and download page , edit then re-upload.

OK downloaded Joomla, OK now need a thing called XAMPP, ok apparently XAMPP is not a valid valid Win32 app, need to maybe download Visual C++ 2008 redistributable, OK but now the setup.xammp.bat needs to be started manually that don't work ok now the Apache is attempting to start-- ok join the XAMPP forum -no thread with either of those issues on it. maybe some other software is hogging the port 80 or something.

Really, you must be joking. Is it me or is all this software just a whole pile of crap?

I have better things to do I'll get a motocross bike and go riding and pay somebody else to sit in front of a computer and work this all out.

Thats not an issue of XAMPP. PHP dropped support for Windows XP and Windows Server 2003 with PHP 5.5.
What does backward compatibility mean? Support all operating systems independent of it's age?
Microsoft dropped support for Windows XP too. What now?
