Getting 403 error when tried to start apache

When I am trying to start apache iam getting an 403 error message.

When I am trying to start apache iam getting an 403 error message.

Really? I have never seen that, usually 403 Errors are coming from Apache (and you will see them in a browser), when a certain document cannot be found/delivered. Where does this message appear, when it already happens on start up?
