So do you? Obviously there is a program already blocking port 3306, commonly another MariaDB or MySQL Server.

I have another MYSQL program but I stopped it running and it still gives me the same error.

Well, you should check which process is capturing your port 3306.
MySQL/MariaDB cannot start without having this port free
