This is a browser security warning. You are trying to access your website by HTTPS/SSL but you don't configured a valid certificate.
This is not an XAMPP issue.

btw: XAMPP is not meant or designed for public accessible environments. Please expect security issues if used in such environments.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

This is simply the wrong forum, as this is NOT(!!) a Xampp issue (is has nothing to do with your Xampp installation, you even may delete Xampp and it happens all the same), this is a Router issue and/or your missing skills. Your router catches all TCPIP request on your Public IP, but you need to configure your Router to forward all incoming requests on Port 80 to the LAN IP of the PC, where Xampp is installed. The same for the Port 443, if you would like to use https:// protocoll as well. Look into your Router manual how to establish these "portforwardings". As I can see, there is a menu entry "Port Mapping Configuration", you either need to apply a mapping from incoming Port 80 on Port 80 of your Xampp PC (as well for Port 443), or you have to apply a "Port Trigger" for these IPs and Ports. As i do not know your Router and do not have the manual, i cannot tell you what Huawei means by these menu entries, on my Router (an AVM Fritzbox) this is called differently.

You dont need to change ANYTHING to your Xampp installation (simply use it "out of the box") if you configured your Router correctly. Because (as I already said) this is NOT an Xampp issue.
