Windows Vista Can't start Xampp

I can't get get Apache to run. I open xampp and get this message

I was getting this error message -'api-ms-win-crt-runtime-l1-1.0.dll is missing'.
I reinstalled 'Visual C++ Redistributable 2015' and that error is gone but its still not working.
