MediaWiki Performance Issues

Hi All,

Recently I installed MediaWiki to my xampp install (My main installation is on my C drive with the htdocs located on an external HDD running on a USB 2.0 port), and I seem to have hit a performance bottleneck, and I have no idea how to clear it.

I can access the installation easily, but any page other than Main_Page or Special:Upload, takes ages (1min+) to load.
I have OpCache enabled and Memcached enabled/configured also, I've even followed the Perfomance tuning steps on mediawiki as well as followed the stops by Aaron Schulz (https://www.mediawiki.org/wiki/User:Aaron_Schulz/How_to_make_MediaWiki_fast)

I can give my installation specs if it helps.

MediaWiki Version 1.26.2
PHP/Apache/MySQL etc;
MySQL : Server version: 5.5.4.0
Apache/2.4.12 (Win32)
OpenSSL 1.0.1m
PHP 5.6.11 (Timeout set to 60seconds, memory increased to 128M and Error_reporting set to E_NOTICE & E_STRICT)

My Physical computer specs: Intel i5-520M, 8GB DDR3 RAM, 250GB Samsung Evo 850 SSD (Main-xampp install), 500GB WD Scorpio Blue HDD (for htdocs folder)

Any help is appreciated.
