custom installation

Not sure if this is possible or who I would talk to. But the idea is to have my site available offline also. I was wondering if there was a way to make a custom installer. One that has my php app and mysql database in it. Client installs on computer and bam goes to the web and types in localhost and site runs out of the box. However I would also need xampp folder to be non readable and non writeable.

It would save so much time I really don't want to have to rewrite my app to be a offline html5 app
