oci8_12c.dll using php- webpage not loading

I'm trying to connect to the oracle database using PHP and oci_connect.

What I am using:
XAMPP-win32 Version 5.6.3
oracle instantclient_12_1
oracle_32

According to phpinfo(), OCI 8 is enabled. In the php/ext folder, I found that I have php_oci8_12c.dll installed.
In my php.ini file, I uncomented the line "extension=php_oci8_12c.dll"
I have also edited my path environment variable, the parts with oracle are here: "c:\instantclient_12_1;C:\ProgramData\Oracle\Java\javapath;%ORACLE_HOME%\bin;C:\oracle_32\product\11.2.0_32\perl\bin;C:\oracle_32\product\11.2.0_32\bin;"

I used to get an error saying call to unidentified function oci_connect(),but when I try to run the program, it doesn't get any errors. In fact, it never loads. My web browser just says "connecting".

I have gone through several forums in the past 3 days trying to figure out what's wrong and why its not working. Can anyone please help me?
