Localhost(xampp).after.comp.restart

Hello everbody

issue xampp ...on windows 8.1 64 bits....it seems everything is ok from Xampp control panel and i manage to get LocalHost running but when i restart computer then when i type LocalHost it says that connection is not possible even o start Apache and my Sql


running Xammp_control without administrator:
