Apache start up error

I have been trying to get Apache to work and now am receiving this error:
Could someone please tell me how to fix this??

9:40:25 PM [Apache] If you need more help, copy and post this
9:40:25 PM [Apache] entire log window on the forums
the system error log shows this:
The Apache2.4 service terminated with service-specific error Incorrect function..
When I executed the atrt.bat for Apache, I receive this error:
OS100048 Only one usage of each socket address (protocol/network address/port) is normally permitted
AH00072:make socket could not bind [::]:80
