Move working Xampp to new PC

I have a working Xampp v3.2.1 installed in my old Win 10 machine - I need to migrate that to a new Win 10 PC (with 32 GB RAM!) in as painless a way as possible.

I have downloaded the current Xampp installer, should I run that first on the new PC, then copy the old folders over, or can I do the copy first and then install the new one over that?

Copy over the whole Xampp folder without installing it again, just copy.
If the path on the new pc is different from the old one run the setup_xampp.bat script after that.
