Character set

I am running XAMPP on two Windows machines. One is old, and upgraded from win 7, and Win 8 to Win 10. The other is a new machine delivered with Win 10.

The old machine has: Apache/2.4.9(Win32) OpenSSL/1.0.1g PHP/5.5.11

The new machine has: Apache/2.4.17(Win32) OpenSSL/1.0.2d PHP/15.6.15

The problem is with norwegian characters on the new machine.

When I run the identical PHP script ( I have controlled that they are identical with a hex editor ) the norwegian characters are shown as a ? inside a black box.
This is identical both for data from the database and the fixed lead text.

When I save the script in UTF-8 instead of ANSI the fixed lead text is OK, but the data from the database has the same problem.

I can also not search for norwegian characters in neither of them.

On the old machine every things goes OK.
