mbstring.dll is missing from you computer

hii.. i have xampp 1.7.1 version. When i started the apache, there is an error "The program can't start because php_mbstring.dll is missing from your computer. Try reinstalling the program to fix this problem." . When i check in php.ini file, php_mbstring.dll is enable (i already remove the semicolon (;)). And i also check that, php_mbstring.dll file is in the directory C:\xampp\php\ext. why this is happen ? How i could fix this issue? Thank you..

Because php_mbstring.dll must be loaded before some other php extensions requiring it
