No bash/sh interpreter in XAMPP for Windows ?

I discovered that when executing a "shell_exec()" or pssthru() php function, it could not work because there does not seem to be a program to receive the shell command. There is a Xampp error "command is not known as an inernal or external command, an executable program or a commands file".
is there a way to overcome this error? Is there an option at Xampp installation or a way, whatever it is, to have xampp process these shell commands ?
