the second code works but the thirst does not

You should read the Microsoft Documentation, as resetting the Socket is *NOT* a Xampp issue:

i have read the info but i does not change anything, the is still a conflict en apache does not work.

Did you start the command line with enhanced administration rights (right-click -> run as administrator) ?

yes I did, will tray everthing again to be sure.

I recommend Linux.

i have traid the codes but they did not change anything, simpel iisreset /stop did.
