What do I got going on and how do I fix it?

It looks as everything is started already and you try to run it twice?!

Now Tomcat is doing (SEE BELOW) and when I close XAMPP window and reopen it has altogether stopped working - when I believe all these modules need to constantly run in order to host a wordpress website on my computer. I also get an Administrator: c:\xampp\catalina_start.bat file pop-up when I try to start Tomcat - a file with a black background that I can't cut, copy, or paste.

No good. You have to use the "Quit" button to remove the xampp control panel. When you close the control panel it will continue working in the background with all services attached still intact.

Are you aware that Tomcat is a Java servlet server? If you don't want to use Java servlets, don't start it.
However, if you are intending to use servlets then you can start Tomcat manually by C:/xampp/tomcat/bin/startup.bat. That command will display a new window, the black background one, and will list all activities related to Tomcat. To stop Tomcat manually, issue C:/xampp/tomcat/bin/shutdown.bat. The black background window will list the shutdown procedure and will eventually self-distract.

If you have never used Tomcat and servlets you are in for a steep learning curve.
