7:53:23 PM [main] Initializing Control Panel
7:53:23 PM [main] Windows Version: Windows 7 Ultimate SP1 64-bit
7:53:23 PM [main] XAMPP Version: 5.6.12

7:53:23 PM [main] most application stuff but whenever you do something with services
7:53:23 PM [main] there will be a security dialogue or things will break! So think

7:53:23 PM [main] XAMPP Installation Directory: "e:\xamper\"
7:53:23 PM [main] Checking for prerequisites
7:53:23 PM [main] All prerequisites found
7:53:23 PM [main] Initializing Modules
7:53:23 PM [Apache] Apache Service detected with wrong path
7:53:23 PM [Apache] Change XAMPP Apache and Control Panel settings or

7:53:23 PM [Apache] Found Path: "C:\Apache24\bin\httpd.exe" -k runservice
7:53:23 PM [Apache] Expected Path: "e:\xamper\apache\bin\httpd.exe" -k runservice

As you can see the log says it all:
There is a Apache service present on your computer which does not have the same path as XAMPP expects.
You don't told us which help you expect from us and we cannot know where the service come from and if this is still needed.

best wishes,
