XAMPP Startup screen versus Dashboard, Windows 7

I downloaded XAMPP for Windows today and am using Windows 7. I have Control Panel version v3.2.1 and both my Apache and MySQL have PID9(s) and port(s). The orange XAMPP startup screen does not automatically load where I choose English and then opens the control panel. When I type localhost in my browser the dashboard comes up instead.

Did the Dashboard replace the Orange XAMPP startup screen and control panel?

If no, how do you get to XAMPP startup screen and control panel to display and not be overwritten by the dashboard?

I am using XAMPP for school and cannot find any information in your forums, faqs or how-to-guids on the dashboard that addresses this problem.
