Unable to get to the Xampp splash screen for configuration

I am unable to get to the splash screen on Xampp to get it configured. A couple of weeks ago I did have it working, but had to remove to fix some port settings where it would work with Skype. I uninstalled Xampp and then downloaded xampp-win32-5.6.12-0-vc11-installer.exe. I ran the install using open. i also tried running the install running as administrator. I got the same result each time. I start Xampp, turn on Apache and MySql, and get the green light on those. When I open up my browser and
type localhost/xampp

I get a screen with

Index of /xampp
Name Last modified Size Description

Parent Directory

Apache 2.4.16(Win32) Open SSL/1.0.1p PHP /5.6.12 Server at localhost Port 80

Is there a solution to this problem ?

And the answer is still the same: The old orange administration page no longer exists in current XAMPP versions.
