XAMPP on Windows 10 - Not covered under common issues

I have a new laptop that came with Windows 10 pre-installed. I set the system up, but did not start the World Wide Web Publishing Service and I checked in settings/services to make sure it is not running.

Skype is installed on this computer, but it is not running (I quit).

When I started the XAMPP control panel, and clicked on the Apache Start button, I got the following message:

Does this mean that port 80 is busy? Any ideas?
