I had turned off IIS before I install XAMPP on WINDOW 8.1 , but there was still many installation problem, see below

I have done the following 2 stps successfully, but the hppt://localhost
1, At the command prompt, enter this command:
netsh http add iplisten ipaddress=::

2, Open the file C:\Windows\system32\drivers\etc\hosts and add the following line to it. Then, save the file.
127.0.0.1 localhost

Which program is assigned to PID 3180?

I don't know because there is no 3180 in the list of task manager
How to check which program is assigned to PID 3180?

With help of the netstat button in your XAMPP control panel or the windows task manager.

Then close and open your control panel again for up to date messages.

still did find 3180
but got this:
127.0.0.1 8080 1928 rpdsvc.exe
what is rpdsvc.exe?

xampp 5.6.11 got a new dashboard.
There is no easy access to status, phpMyadmin, etc.
How to get an easy access to these?

The status Page was buggy, you don't need that.
If the module is indicated green in the control panel it is running. Simple isn't it?

Phpmyadmin can be accessed by hitting the Admin Button of the Module MySQL in your control panel or by typing in your browser address bar http://localhost/phpmyadmin
