Changed ports now unable to log in to wp-admin?

Ok, firstly, on the control panel of my xampp it says it is version 3.2.1, but I didnt see such option in the registration form. I use Windows 8.
I just had to change the 'port name' for apache and mysql as I kept getting an error message that the port was busy. Both are running fine now, but unfortunately, when I try to log in to localhost wp-admin, I get an error message which is the same when I do not have xampp running - This webpage is not available ERR_CONNECTION_REFUSED. I am now wondering if this is because I changed the ports? Can anyone help me? I've been trying to figure this out for the whole day today and I'm feeling hopeless

Also when I log into http://localhost:81/phpmyadmin/ (81 being the new port) I get this error message : Cannot connect: invalid settings.
Connection for controluser as defined in your configuration failed.
phpMyAdmin tried to connect to the MySQL server, and the server rejected the connection. You should check the host, username and password in your configuration and make sure that they correspond to the information given by the administrator of the MySQL server.

Any advice?

v3.2.1 is the version number of the control panel only.

I have both ports for Apache and one port for mySQL changed, the information in the configuration in the xampp control panel is correct. Now, that I restarted my computer, neither apache or mySQL will start, they just keep loading -
Attempting to start Apache app...
18:31:00 [mysql] Autostart active: starting...
18:31:00 [mysql] Attempting to start MySQL app...
I did look at the links provided but I'm unsure of what the problem is.
Also I can no longer access the http://localhost:10080/phpmy-admin (I had to change the port name again as apache was claiming the port i changed it to was also busy...)

Did you tell phpMyAdmin which new port to use?
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

Thank you for your reply. How do I do that? At the moment I cannot log into http://localhost:10080/xampp/index.php or my-admin site

This is a phpMyAdmin setting, so the phpMyAdmin configuration file config.inc.php would be a good guess
