What do you want to do? Mail functionality on a development server is quite different from a regular server as everybody has it's own favorites on how to debug sending mail in it's applications.
There is a mailserver shipped with XAMPP called MercuryMail. However, configuring an mailserver (even for debugging purposes) is an advanced topic.
