Apache start problems

Dear friends,

I am new to XAMPP and just installed version 5.6.8.
I followed several guidelines on the topic Apache won't start: Configure HTTP.sys to only bind to IPv6, and checking the file 'host'.

In the file 'host' I discovered two lines:
127.0.0.1 localhost
::1 localhost

Without further consultation I did not dare to go on changing things.

Here are the log of the control panel and the errorlog of Apache:

Thank you very much for your quick response, Mark.mcdonald!
I also had found this page, viewtopic.php?f=16&t=69784 . And my first actions (Configure HTTP.sys to only bind to IPv6, and checking the file 'host') were a good first step. This solved the first problems.

But then I found new difficulties, maybe also because of the language. In the Dutch version of Windows Vista I do not find 'Administrative Tools' under Start - or a recognisable translation of that.
I do know what is in Dutch called 'configuratie-scherm', the place to find all kinds of entrances tot options (e.g. uninstall programs), but no entrance to ISS there.

So I hoped someone might be able to interpret the log-files, and then might point more directly to a solution.
