How can I publish local apache server to access over internet
I config httpd-xampp.conf, httpd-vhosts.conf to allow from all also edit port forward in router and redirect local ip from site noip.com but when try access from another network "request time out" or page not found

XAMPP is not configurated for such environments (default passwords, many activated and probably unnecessary modules, not tweaked for performance, scalability, stability or security). This board does have several entrys about hacked XAMPP installations because of using unprotected XAMPP installations in not supported environments. XAMPP don't want to fit every possible use case and there are other (also free) alternatives for such environments.


What did you done to secure your XAMPP single components?

First I read "How to not fail getting help here"
Second this not business for me this a my personal web for data information for me.. and I want can add\edit site from anywhere such as my work and when finish I uploading to reserved domain :) Greetings

Doesn't matter, it is a public accessible insecure webserver. Someone could hijack your server and send other people spam or use it for DOS attacks.
Asking for already done security actions is a valid question. Unless i know you have secured your single components you will not get any help (from me) for this task.
