Problem with Apache and php.ini

Hi, I'm new to XAMPP and PHP.
I have problem with setting register_global or register_long_arrays config in php.ini.
After I turn either of them on and restart apache. The apache won't start and I get error msg like this.

4:10:40 [Apache] Error: Apache shutdown unexpectedly.
4:10:40 [Apache] This may be due to a blocked port, missing dependencies,
4:10:40 [Apache] improper privileges, a crash, or a shutdown by another method.
4:10:40 [Apache] Press the Logs button to view error logs and check
4:10:40 [Apache] the Windows Event Viewer for more clues
4:10:40 [Apache] If you need more help, copy and post this
4:10:40 [Apache] entire log window on the forums

How do I fix this?
Btw, I run XAMPP on window 7.
