My xampp-win32-1.8.3-3-VC11-installer.exe will not run. why is this? My OS is Windows 7 64bit. I disabled my AV & firewalls but I cannot get it to run. please help.

Please go into further detail of your issue. Does it start? Does it start and quit randomly? Do you get an error message? Do you have a previous version already installed?
Without too much information, I would suggest downloading the latest 5.6.3 version of XAMPP (since you're running a 64 bit operating system I don't know why you wouldn't download the latest up to date version).
Try starting this one and making sure that nothing is using the ports 80 or 3306 prior to the install (Apache and MySQL use these ports).

I downloaded 5.6.3, ports 80 and 3306 are free, when I double click it the dialogue box appears asking if I want to run it - I click yes and then the whirling circle appears and goes on forever. When I try to stop the process with Windows Task Manager it won't stop, I have to log off to kill it. I am pretty sure I don't have any other versions or servers installed.

Extract this to the root of your C:\ drive. Now try starting XAMPP Control Panel from within the "C:\xampp" folder. *fingers crossed for green lights*

Hi Mark, followed your link etc. and yes, got the green lights and all seems to be well. Excellent, many thanks for your help. Wish I could figure out why the other installer.exe's would not work, though.
