I need a download link for xampp for 64-bit Windows 8. the 2 xampp for windows links on your website are labelled "32-bit".

There is no 64bit Xampp for Windows. There is neither a native PHP version for 64bit, nor an Apache version for 64bit. Use Linux if you really need a 64bit Xampp.

Anyway, the Xampp 32bit Version of course runs under Windows 64bit.

There are 64 bit Tomcat builds at tomcat.apache.org
There are 64 bit MySQL builds at mysql.com
There are 64 bit FileZilla Server builds at filezilla-project.org

There's just no 64 bit Xampp.
