Can not find file: 'user'

Hello everyone,

After successfully installing Xampp software gives me the following error:

Fatal error: Can not open and lock privilege tables: Can not find file: 'user' (errno: 2 - No such file or directory)

Apache module starts, instead MySQL not works.

Do you have suggestions?

seems like very important files are missing.
I would uninstall xampp completely and reinstall it again
