OCI not working with xampp

I am trying to configure OCI8 with xampp 5.6.3 but first thing i noticed that the php.ini file only has php_oci8_11g.dll and php_oci8.dll , but there are no such dlls in the php/ext directory but whats there is the 12c version, so i copied the oci8_11g.dll from an older php release but still the phpinfo does not show the OCI module installed.
how can i attach the php.ini and httpd.conf files? i dont see any attachment options.

I just noticed its complaining in the php log file that the module is not found but the module is there .
